Wild animals in a National Park are managed differently than zoo animals. We don't fix their problems for them, for several reasons. One reason is that sedating the cub to work on him would require sedating the mom also, which is dangerous for both of them and everyone involved. There are a lot of other reasons too, but it all pretty much boils down to letting them live their wild life in nature - with both the good and bad. He'll be fine in a few days as the quills make their way out.
